Shaxi Town, Zhongshan City, Guangdong Province, want to create casual wear brand capital

By 2016, Shaxi Town in Zhongshan is expected to see its garment industry output surpass 35 billion yuan, marking a 306% increase from the 2008 output value. This information was revealed at the Tenth China Leisure and Fashion Expo, which opened yesterday at the Zhongshan Expo Center. During an earlier press briefing, officials announced the release of the "White Paper on the Development of Shaxi Garment Industry," summarizing the growth and progress of the sector. In addition, the "Outline of the Overall Development Plan for the Garment Industry in Shaxi Town" for the next decade was also disclosed. The plan outlines a three-phase development strategy for the next ten years. From 2010 to 2012, the goal is to have 3 to 5 branded enterprises with output values exceeding 500 million yuan, while the total output of the garment industry is expected to exceed 220 billion yuan. By 2013 and 2016, the number of enterprises above the designated size should reach over 300, with the town's overall garment industry output aiming to exceed 350 billion yuan. From 2017 to 2020, the focus will be on establishing Shaxi as a leading force in China's garment industry, positioning it as the center of casual wear, a national super-strong clothing town, and a hub for Chinese casual wear brands. Liu Beizhi, deputy mayor of Shaxi Town, emphasized that the plan was developed based on the "Textile Industry Adjustment and Revitalization Plan" and the "Zhongshan City Development Overall Plan." It reflects the specific industrial features and development status of Shaxi, setting clear targets and measures for the growth of the garment industry cluster. One of the key components of the outline is the construction of five major projects: the China T-shirt City, the National Costume Expo, the China Leisure and Cultural Park, the China Leisure Clothing Manor, and the Shaxi Casual Clothing Cultural Square. The National Costume Expo, highlighted as the central project, is expected to invest over 100 million yuan and showcase 56 ethnic costumes, blending traditional culture with modern fashion. The expo will not only display traditional attire but also serve as a venue for designers and visitors to learn, appreciate, and engage with the industry. Another critical part of the plan is the strict regulation and cleanup of pollution sources. Projects that fail to meet environmental standards or cause serious pollution will not be approved. No permits will be issued without proper environmental assessments, and land acquisition and licensing processes will be blocked for non-compliant projects. Efforts will be made to address illegal sewage discharge and other issues affecting public health, while improving environmental monitoring and emergency response systems for sudden incidents. According to the Zhongshan Environmental Protection Bureau, pollutants in the garment industry include pesticides, herbicides, fertilizers, preservatives, and heavy metals used in dyeing and printing processes. The city has stressed the need for comprehensive management and long-term planning to ensure sustainable development in the area.
