Coastal areas are again subject to "labor shortage" to restrict the development of garment enterprises

With the economy showing signs of recovery, the issue of "labor shortage" has resurfaced, leaving many coastal enterprises in a difficult position. The challenge of retaining experienced workers while struggling to attract new talent has become a major obstacle for labor-intensive industries like textiles and manufacturing. Even though it's still more than a month until the Spring Festival, an early wave of migrant workers has already returned home in provinces such as Jiangsu, Zhejiang, Guangdong, and Fujian. This unexpected "homecoming rush" has put pressure on companies to fill their workforce quickly, but the job market is proving to be less active than expected. Many businesses are now facing difficulties in hiring, as the number of applicants has dropped significantly. At the Tongzhou Employment Agency in Wenzhou, staff members are seeing the situation firsthand. “Every day, we get five or six regular workers coming in, but the number of companies looking to hire is much higher. Migrant workers are choosing to go back home earlier this year, so we're struggling to keep up,” they explained. This labor gap is not only causing headaches for employment agencies but also for factory owners who are losing out on orders due to insufficient manpower. Tang Bo, a manufacturer from Taizhou, shared his concerns: “In the past, I never worried about having enough workers once I had an order. Now, I’m afraid that if no one shows up, I won’t be able to complete the order and will have to pay penalties. Since the financial crisis, I’ve realized that I need to rethink my approach and build a stronger talent reserve.” Wang Ouxiang, deputy director of the Wenzhou City Vocational Guidance Service Center, emphasized the growing challenge. “Since July this year, many companies have reported a lack of available workers. Traditionally, the peak job search periods were around February-March after the Spring Festival and during the summer farming off-season. But this year, there was no surge in job seekers, yet the demand for labor remained high—leading to a severe labor shortage.” As the end of the year approaches, the situation is worsening. With just two months left until the Spring Festival, many coastal companies are rushing to finish orders, increasing their need for labor. However, the supply of workers is not keeping up, making it increasingly difficult for businesses to find enough people. In Wenzhou, a city known for its light industry, the talent gap has reached alarming levels. “Currently, our local job market sees only 20-30 people registering each day. That’s a far cry from the previous peak of over 2,000 people on a single day. By the end of December, the employment gap in Wenzhou has reached 110,000. Last month, we posted 26,291 job openings, but only 8,230 people were hired—less than a third of the total,” said Wang Ouxiang. A report from November 2010 showed a similar trend in Taizhou, where the number of job seekers dropped by nearly 5,000 compared to the previous month, while job openings also declined. Meanwhile, a survey of 30 small and medium-sized enterprises in Jiaojiang District revealed that the current employee count stands at 5,965, with 920 job vacancies, resulting in a 13.4% absenteeism rate. The labor shortage is clearly here—and it’s happening earlier than in previous years. Companies across southern China are feeling the pressure, and the challenge of attracting and retaining workers is becoming more urgent than ever.
